It may be similar with this. I think (as an active athlete myself) that she uses to take this ice bath directly after hard training. Sitting in clothed lets soak the water in slowly an prevents an instant cold shock you certainly would get if you climb in naked. Did you ever try to bath naked in cold water? With clothes on its completely different.The "shock" is much milder. Clothes, especially tight ones like runner tights, also will hold some warmed up water between the fabrics and the skin even when a little bit of it is exchanged with every movement. But it is some kind of controlled cooling down which prevents quite effectively from sour muscles after a hard run.

On the other hand note: After a hard training session your immune system has flaws (from half an hour to three or more hours) and your are much more prone to getting a bad cold than in relaxed condition. So this may be only for well trained people.
