WHAT do people see in pictures of headless girls? why are the popular?

There enough "complete" photos on the net, even with obscured faces, that I cannot see the attraction of photos where the girl is cut off at the neck! There used to be a Japanese site where they showed clothed dummies. Headless photos show that people are more interested in the wet clothing than the girl inside! I just don't get it.
