Looks like a very large oversized dress filling up with air when she went in the pool. That's why it's larger than the pool ladder.

We've seen this happen at our beaches here when women go in the water.

I'm trying to figure out what it is. It looks monsterous compared to the size of the ladder. The head to the side also is out of proportion & looks like it is facing the wrong way.

I would love to know more about the photo!
