I've been doing quite a lot of research on dialers here in Switzerland, because I caught one myself in summer 2003.
The legal situation is as follows: under swiss law and german law, the person claiming the money from you has to prove that a contract (deal) has been concluded between you and him or his company. The explicit conditions for a contract to be legally concluded is mutual declaration to be willing to do so. That is where these Dialer-guys go wrong: they can never prove beyond a doubt, that you really wanted to use his services, considering all the technical possibilities to manipulate this (fake cancel-buttons etc.). Also the existance of self deleting dialers has been proven. Therefore the only thing, that you'll need to do, is to inform your phonecompany and claim that you have never willingly used any of these services and refuse to pay for them. Go for further information to:
http://www.teletarif.de/forum/a-talkline/1607-1.html (all in German).
I've been working close together with swiss telecom and the swiss government. Based on the results of my research and the further research they did upon that, Swiss Governement issued a law making dialers generally illegal as from april 1, 2004 (no joke) http://www.bakom.ch/de/medieninfo/medienmitteilungen/bakom/artikel/01224/index.html
Check the folder 'Downloaded Programm Files' in your Windows-directory. There you can find the active-x files. right-click each entry and display the properties. check all the information and delete each entry, that you are uncertain about. Be sure to check and eventually delete the dependent files also. Then your problem could be solved. If you're not sure if you can delete a file without causing trouble, rename and move the file. If everything is still working fine two weeks later, you can delete the file.
