It's not a question of someone inventing a better codec. It's a question of the theoretical amount of information in an image (still or moving) and the price/performance tradeoffs to encode, store, transmit, and decode it, plus the market demand actually pulling for better quality. Most current video encoders are already operating close enough to theoretical limits that any further gains in encoder technology will at best boost frame rate (from better processing performance) or make only marginal (not meaningful) gains in the compression vs quality equation.
If most people just want to watch the video on tiny cell phone screens, things are not likely to progress much beyond where they are now. If a significant proportion of cell video viewers want to watch it on their big-screen hi-def sets, then there will be impetus for improved quality, and it's just a matter of time before the price/performance curve progresses to the point where you'll see better (technical) quality views shot sideways, of the user's feet, from the pet dog, etc.. That's when the pressure will be on Youtube to up their bandwidth ante.

The guys who invented Youtube were computer scientists from MIT....and it made them billionaires. The person who can invent a new video compression codec that produces "decent" quality video on a cellphone...will surely become a billionaire too.
You are right about the annoying "jackass cameramen"...who appear to be high on meth and pointing the camera sideways when they shoot things. Some of these college students who point cameras....would be better off if they just strapped the camera to their pet dog instead....cos a roaming animal with camera strapped to them....would shoot better than they do...ha ha.
Some professional producers actually deliberately pretend to be amateurs...cos they know amateur style footage will sell better. For example...I had a meeting one time at the offices of the "Girls Gone Wild" series producers...and they are a 100 million dollar business....and their producer told me that whenever they go to events like Mardi Gras or Spring Break....they deliberately give all their camera crew teams the cheapest and lowest quality camcorders (not pro cameras)...and tell them to film things in an amateurish way with bad camera work...cos then consumers think that the footage is shot by college students...so it sells better...and they do not want people to know that these are actually professional cameramen....just deliberately shooting badly.

Most of the youtube videos are taken by monumentally poor camerapersons, who, if they do not hold the camera sidewise, move it around as if they were spraying with a firehose! Cameraphone videos are generally lousy, but some camcorder footage is just as bad. When youtube presents a good work, done by competent people with reasonable equipment, it is not half bad. Some is actually excellent.
In short, give them all the bandwidth and asssociated hardware you propose, the quality would be no better than that gathered up-front with the lens. Who, most of the time, IMO is an incompetent - and often loud-mouthed, jerk!

I have no problems with folks putting some of our clips on Youtube.....but using Youtube is like turning wine into vinegar....cos I just think that Youtube is a crappy quality site....i.e. they were bought by Google for 1.6 billion dollars, and they receive 30 million dollars per month in ad revenues.....so you would think that with all the money they are making, they could afford to install better quality servers, connections and video delivery systems than the crap quality videos they serve up. They are not short of cash....but they spend none of if to make a quality video clips sites.
It is somewhat ironic that all the wam producers we know...who operate like us on shoestring budgets, can provide decent qualiity video downloads and video streaming services.....yet the 2 billionaires who created Youtube, can't seem to make a decent quality video clips site....cos we wam producers can.
