I love swimming with boots as well - winter boots, biker boots. I have always found that people couldn't care less. I don't think any public pool would every let you - it's just not sanitary. So river, lake, ocean it is. If you don't like public places just go slightly away from crowded spots, but don't pick truly hidden spots. Then if somebody does stumble upon you they immediately know that you are not doing anything secret and assume you have your reason (which you do :-)). As with any open water swimming ensure your safety at all times. Assess your swim abilities honestly. Depending on the boots they might not float and make swimming harder. Even boots that float will at the very least add significant drag. I'm also embarrassed easily, and I'm scared somebody might see what I'm doing.
